China`s Ministry of Finance is going to liberalize alcohol and tobacco industries within the next two years. The liberalization will be done in three stages.

The first stage concerns producers of beer, wine and rice wine. The second one will open the markets to distillers and manufacturers of fortified wines and the third concerns the all-remaining restrictions.
